The European Union has reignited its controversial Chat Control agenda, pushing forward a new negotiating mandate for the Child Sexual Abuse Regulation (CSAR) – a measure that critics warn will fundamentally reshape digital privacy under the guise of protecting children.
Approved in a closed-door session of the Council of the European Union on Nov. 26, the proposal has sparked fierce backlash from privacy advocates, lawmakers and cybersecurity experts who argue it effectively institutes mass surveillance while misleadingly framing it as “voluntary” compliance.
Unlike earlier drafts, which explicitly mandated automated scanning of all private messages, this version employs financial and regulatory coercion to pressure tech companies into adopting invasive monitoring systems. While the EU claims the scanning is “voluntary,” the proposal rewards companies that comply while penalizing those that refuse – effectively making indiscriminate surveillance an unofficial requirement.
Patrick Breyer, a former Member of the European Parliament (MEP) and staunch defender of digital rights, condemned the measure as a “permanent infrastructure of mass surveillance.” He warned that the framework “privatizes” government spying by outsourcing it to Big Tech, forcing platforms like WhatsApp, Signal and Telegram to scan both encrypted and unencrypted messages for alleged child exploitation material.
Worse, critics argue that the scanning tools driven by artificial intelligence (AI) are notoriously unreliable. Even Germany’s Federal Criminal Police Office has admitted that half of all flagged content is completely legal, meaning innocent citizens’ private conversations are routinely handed over to law enforcement.
One of the most alarming aspects of Chat Control is its mandatory age verification requirement, which would force users to submit government IDs or facial scans just to access basic online services like email and messaging apps. This effectively destroys anonymity, putting journalists, whistleblowers, activists and ordinary citizens at risk. Experts warn that “age estimation” technology is inherently flawed, often leading to false positives, discrimination and privacy violations.
Czech MEP Markéta Gregorová slammed the proposal as “a disappointment” that paves the way for blanket surveillance. Meanwhile, former Dutch MEP Rob Roos accused Brussels of “operating behind closed doors” and warned that Europe is “sliding into digital authoritarianism.”
Despite heavy lobbying from Brussels, several EU member states have refused to endorse the proposal. The Netherlands, Poland and the Czech Republic voted against it, while Italy abstained, signaling deep divisions over the ethics and feasibility of mass scanning. Dutch lawmakers forced their government to oppose the measure, arguing that it imposes “voluntary obligations” – a deceptive tactic to strong-arm companies into compliance.
Critics also highlighted the hypocrisy of the EU’s approach. While claiming to protect children, the proposal could digitally isolate minors by blocking users under 17 from many platforms unless they submit to invasive identity checks. Breyer dismissed this as “pedagogical nonsense,” arguing that it harms young people rather than empowering them with safe online habits.
The EU insists that Chat Control is necessary to combat child exploitation, yet experts and whistleblowers argue that existing laws already criminalize such content – without requiring mass surveillance of innocent citizens. The real agenda, critics warn, is laying the groundwork for total digital control, aligning with the globalist push for censorship, social credit systems and AI-driven policing.
With negotiations between the European Parliament and Council set to begin soon, Breyer issued a stark warning: “Chat Control is not dead – it is being privatized. Soon, you may need an ID card just to send a message, while foreign AI algorithms decide if your private photos are ‘suspicious.’ This isn’t privacy; it’s a dystopian disaster.”
